Commenting on the rank of Belarus in Doing Business-2013, the Chairman of Belarusian Union of Entrepreneurs Alexander Kalinin notes that Belarus carries out purposeful activities on improvement of business climate.
Some “breakthrough decisions” on improvement of paying taxes were adopted, says the source. The system of quarter payments was implemented and profit tax was reduced to 18% from 24% during the period examined in the ranking, the source noted.
"Business representatives note that our taxation system is improving. Purposeful activities on improvement of taxation system have been carried out by representatives of business and governmental authorities for four years and this work took effect", – Kalinin said.
The rank of Belarus in Doing Business-2013 proves that the Government of Belarus learned how to "find bearings in Doing Business coordinates", according to Victor Margelov, Co-chairman of the Republican Confederation of Entrepreneurship.
But at the same time if previously noticeable efforts on improvement of business climate were made, at present “the work aimed at advancing rank in Doing Business is almost suspended", Margelov noted.
Positive surplus of trade in January-July of this year let the Government to feel relaxed and it would be considerably difficult to further advance in the ranking, according to Margelov. But nothing is impossible, the source pointed out. Belarus will join the top – 30 of countries having the best business regulations and the protection of property rights if purposeful activities are carried out, according to Margelov’s opinion. But the ranking of Doing Business gives a cursory view of business climate in Belarus, Margelov pointed out.
"First of all, this rating is a third-party evaluation that’s why we should take it coolly. We should evaluate our business climate ourselves. This evaluation would be more important. Doing Business does consider all business climate parameters and give formal evaluation", Margelov said.
