The Government made a decision on additional financing of housing construction and appropriate increase in volume of commissioning of housing with state support in 2017. It is stipulated by Resolution No. 205 of the Council of Ministers of the Republic of Belarus dated March 20, 2017.
According to the document, an additional volume of financial resources will be allocated to housing construction by means of redistribution of BYN 50 million from general areas and limits of directed lending of the State Program of Development of Rural Business in the Republic of Belarus for 2016-2020. The appropriate changes were introduced in Resolution No. 1102 of the Council of Ministers of the Republic of Belarus on Lending of State Programs and Events in 2017 dated December 29, 2016.
The Ministry of Architecture and Construction was ordered to approve the list of residential buildings according to the available volume of credit resources. This list will include the large-panel residential buildings to be constructed or with the construction readiness of not above 15% to be commissioned in 2017.
The executive committees can redistribute the credit resources by regions and Minsk by the facilities included into the list as agreed with the Ministry of Architecture and Construction.
The credits will be granted to the citizens who need to improve their housing conditions at the rates reduced by 50% of the refinancing rate of the National Bank. The losses of the bank will be compensated at the expense of the Republican budget.
This resolution will allow commissioning at least 75k square meters of housing with state support and not increasing the total limit of the directed lending.
This resolution will come into force when it is officially published.
