The President of the Republic of Belarus Alexander Lukashenko signed Decree No. 46 on Government Procurement of Medical Devices, Pharmaceuticals and Health Food on February 28. This decree establishes conditions for the government procurement of medical devices.
The document authorizes Belmedtekhnika RUE and Belfarmatsiya RUE subordinated to the Ministry of Public Health and Belarusian Prosthetic and Orthopedic Rehabilitation Center RUE subordinated to the Ministry of Labor and Social Security to organize the procurement of medical goods for two years. The customers (from among state organizations) are authorized to purchase these goods from the organizers without the government procurement procedure.
The procurement of medical goods is a specialized professional activity. Besides, any medicine and (or) device of medical purpose for the particular hospital is goods of daily call-off. In this regard, the public health organizations of the Republic of Belarus perform direct care and are not involved in the procurement procedures. They employ the organizers' services.
The statement stresses that the adoption of this decree creates conditions to exclude the unreasonable mediation when the bargains are closed, to save budgetary funds (at the expense of the contract price reduction) and to deliver the goods of proper quality to the public health organizations continuously.
