Belarus was included in the EU project Eastern Partnership in 2009. The political relations between the EU and official Minsk were marked by a considerable thaw in 2009-2010 (before the presidential election held in December 2010).
On the contrary, 2011 and 2012 were marked by the freeze in political relations, the EU imposed visa sanctions against Belarusian officials and economic sanctions against several Belarusian companies.
The analysis of statistical data shows that the deterioration of relations was marked by the increase of European investments in Belarus. The FDI inflow was maximal after the presidential election during the first six months of 2011. In general, the net inflow of foreign direct investments from the EU countries and the European Free Trade Association in 2011 – the first half of 2012 far exceeds the FDI net inflow of 2009-2010.
